- If gesture starts and isLikelyToStartANewTask=true, we do not clamp
- If gesture starts and isLikelyToStartANewTask=false AND transient taskbar is not
  already showing, we clamp the scrolling

Test: swipe up to show taskbar, no x-axis movement
      swipe left/right still works as expected
