PackageInstallStateChangedTask had some redundant state handling that could lead to invalid states. Removed state handling (potential fix to b/198924992) along with logging to help debug b/198924992.

WorkspaceItemInfo intent package names could be null, while the item info itself had a non-null package name. Added a helper method checking component package names first, then intent package names as a fallback for deep shortcuts.

1. Changed Preload Icon UI to be grayscale while the app is not startable.
2. Added progress bar for when app is installed but still ownloading.
3. Updated Preload Icon progress and click handling to use new incremental api.

- Added flag PROMISE_APPS_NEW_INSTALLS
- Promise icons only added if flag (above) is on, as well as the setting
for "Add icon to Home screen"
- Maintains a list of session ids of promise icons that have been added to the
home screen, so that if the user manually removes the icon, we do not add
it back to the home screen when the install is completed.
- Queues all applications as promise icons, and replaces with actual
app info when its being added to the workspace.

on clicking promise app icon in All Apps.
Only the progress will be changed with animation on progress update,
no relayout is performed. If the icon is newly bound, the progress
will not be animated.

This CL only modifies the model and is behind a feature flag
which per default is set to false.
The app icon will appear as a promise icon, it reacts on icon
or label changes and the icon will be remove on finishing the
installation process. With this CL the progress of the installation
process is not visible.
