For large scaling configurations, the tooltip height can exceed the
available space, which can truncate important content such as the "Done"
button. To mitigate this issue, we should attempt to increase the width
of the tooltip to hopefully free up some height due to the text taking
up fewer lines.
To support dynamic width, each EDU column gets an equal weight in the
ConstraintLayout, but the lottie animations are still constrained to
their original dimensions. If they fill the width, their aspect ratio
will be maintained and we will still have height issues.

BubbleBarView shows BubbleViews in a bar similar to transient
taskbar. BubbleBarView can be collapsed (bubbles in a stack) or
expanded (bubbles all visible). When expanded, WMShell will be
notified to show the appropriate expanded bubble view (not part of
this CL).
Also creates BubbleControllers which contains BubbleBarViewController
and will eventually contain other controllers related to stashing
for the bubble bar.

This change adds in a new animation and layout to change the existing back tutorial as part of the effort to redesign gesture navigation education for users. This temporarily uses placeholder animations for the overview gesture. Large screen animations are also added for Home and Back tutorial.

Since this tooltip looks and behaves differently than the existing EDU
sheet, it has its own view and controller implementations (I also may
have wanted to write some Kotlin).
To keep transient taskbar open while on the second EDU step, another
autohide suspend flag is defined. Additionally, special casing is added
to avoid hiding transient taskbar if autohiding is currently suspended.
Tooltips use the same assets as the bottom sheet for now, and are scaled
down to fit the tooltip dimensions.
Reset `Taskbar Education` in Developer Options to try EDU again.

- Space between icons is 24dp in all cases (transient, persistent,
small tablet, large tablet)
- Persistent taskbar icon size remains 44dp, but transient taskbar icon
sizes have changed slightly: 57dp -> 52dp for large tablets and
50dp -> 48dp for small tablets
- Also moved all values to quickstep package to avoid confusion

As per the latest mocks, the taskbar will be stashed during EDU to
prevent taskbar interactions that inadvertently close the EDU sheet.
Thus, this animation is no longer needed.
