We only need to run the Search edu if it is enabled on devices. The code
itself is also made more generic in terms of method and variable names.

Large screen devices in landscape mode and devices that have mostly a
square aspect ratio are undergoing a redesign in Setup wizard that makes
most screens two-pane. As part of this redesign, the back button is
aligned in this change. This change doesn't use a flag because the Setup
Wizard change is not flagged.

This CL changes the error handling logic in ItemClickHandler to continue with app pair launch when only one app in an app pair is paused. It also changes AppPairIconGraphic so that the disabled state of the app pair is drawn modularly (if only one app is paused, only one app will appear visually paused).

This CL fixes 2 issues with app pairs:
- When an app pair is incompatible with the screen size due to a non-resizeable app (e.g. Camera), the app pair will now be properly disabled and display an error message. If the user is on a foldable, it will prompt the user to unfold their phone.
- The app pair icon will now properly redraw with lower opacity when it is disabled.

- Just opposite of how it will expand.

- Give the background the 10padding on the left and right so that when in animation, the icon can adjust the padding/margins there.

- updated test to account for the nested child views the test needs to inspect

In tablet, portrait mode, a padding of 300dp was applied to make it
less elongated, but that doesn't scale well across different devices.
So, we use 1/6th of height as the additional padding. This fixes the
existing logic.

In a single pane picker, apps list is expandable / collapsable, but,
its not applicable for 2-pane variant. in 2-pane one, it should just
say "double tap to activate".
Also opened b/324073588 to make it clear from a11y perspective that it
is two pane and on click, right pane change should be announced.
(just like it does in settings with talkback).

The recycler view when displayed in single pane picker, for large screen
gets a larger padding. But when displayed in two pane picker, it is not
needed - so we override it.
Foldable's unfolded portrait doesn't seem to have screenshot test
- will look into if we can add one in follow up.

The category provider can be customized by any launcher via resource
override. For instance, one can override it to provide custom categories
using an allowlist or use a different mechanism such as query play
services.
We still need to get proper strings for categories from UX writer.

- In NearestTouchFrame, we can't use view bounds alone since the buttons do not have the same root (3 buttons are in the main container, while the contextual buttons are in the contextual button container). This currently caused the issue that contextual button region, when the contextual buttons are invisible, triggers overview
- Need to add an empty space in the left / top area of the button nav to prevent view clicks from going into back (that's how it works in navigationbar/)
