Update the tab colors based on the discussion in the bug and the
design mock.
Rename the color/all_apps_tab_bg to
color/all_apps_tab_background_selected to make the usage of the color
explicit.
(Confirmed it's only used for the color of the selected tab)

Show education dialog on WidgetsFullSheet.
-Have a button in widget education dialog to intent into PixelTips apps.

Instead of recalculating the orientation after adding margins,
we account for the margins in the initial calls to orientAboutObject.
This ensures consistent mIsAboveIcon throughout calls to show the popup.
- Also updates the smaller radius to match the middle items.
