Remove some unused hotseat/qsb scaling code

Now that QSB is always part of Hotseat, we don't need
getQsbScaleAndTranslation(), and now that HOTSEAT_ICONS are never in
Overview, we can remove the getHotseatScaleAndTranslation() override

Test: Everything works as before
