Pull up all apps interaction
First phase implementation: dragging and animation interaction is implemented namely in two classes. ScrollGestureDetector and AllAppsTransitionController. FeatureFlag.LAUNCHER#_ALL_APPS_PULL_UP will be true for only AOSP and not in the extending builds.
